Independent Evaluator

Rahma Hassan is a social and economic researcher and evaluation specialist with over 15 years of experience in gender, livelihoods, and gender-based violence (GBV) research and programming. She works at the University of Nairobi. Her work focuses on assessing the effectiveness and impact of GBV programmes in complex and resource-constrained settings, supporting organisations to track change over time, and advising funders on contextually grounded programme models. Rahma’s decolonial and Global South–centred approach emphasises locally rooted knowledge, power redistribution, and the need to challenge dominant, externally driven frameworks. She draws on liberatory and participatory methodologies that centre survivors, victims, and marginalised communities as knowledge holders and agents of change. Rahma has a PhD in Development Studies.
